No. In job orders, contracts of service, and consultancy contract, there exists no employer- employee relationship between the hiring agency and the persons hired; hence, the latter are not entitled to benefits enjoyed by regular and casual government employees such as 13th month bonus, mid-year bonus, and cash gift.
