If the Annual Budget of the ensuing year was approved by the Local Chief Executive pending approval by the Sangguniang Panlungsod (Indicative APP), can the Bids and Awards Committee (BAC) conduct bidding for procurement of goods or infrastructure projects to be implemented in the ensuing year?

Yes. Pursuant to the guidelines on the implementation of Early Procurement Activities (EPA) in the IRR of R.A. No. 9184 and GPPB Resolution No. 14-2019, dated 17 July 2019, the BAC may conduct bidding for procurement activities, short of award of the contract.
