May the local government units (LGUs) adopt the guidelines set forth under DBM CSC & COA Joint Circular No. 1, Series of 2017, in terms of availing the services of job order (JO) workers and those under contract of services (COS)?

DBM-CSC-COA Joint Memorandum Circular (JMC) No. 1 , s.2017, is not applicable to LGUs because JOs and COS in LGUs are governed by the provisions of Republic Act (R.A.) No. 7160, otherwise known as the “Local Government Code of 1991”, specifically Section 77 thereof
